my neighbor has a mahogany tree which is beyond overgrown and sheds leaves into my pool

i have to clean the pool filter at least three to four times each day to rid the leaves from the filter

You would have to check your state laws, but generally you can trim an overhanging tree up to the property line. Many states have laws about having to give the owner (the ones whose property includes the trunk) advance notice (so they can get it done neatly and professioanlly) if you are going to do major trimming or if it could damage or unbalance the tree enough that it could lead to death or failure, but generally you are allowed to (at your expense) trim intruding vegetation to the property line.

Other alternative if you have that many - get a pool cover or pool net (which catches everything over about 1/4", and you pull back to dump or use the pool).

There are also larger leaf baskets which hang off and stick down into the gutter to trap most of the leaves before they get to the screen at the suction line. There are also trash baskets that go in-line before the sand/cartridge filter in the suction line, if you mean that filter is what is getting clogged, not the debris screen at the inlet.

If they are getting in a floating skimmer, there are floating leaf nets (a couple ot a few feet square) that you hang the skimmer from which filter them out before they can get sucked in.
