problem getting water filter for Whirlpool refrigator,they changed design.

Brough unit in 2006, have changed the filter 8 - 10 times with the recommend filter that is recommended by Whirlpool. After ordering a filter from a Whirlpool agent and explaining the problem to Whirlpool's customer service people, I was informed I needed a factory service person to install the filter. He came out, could not install and explained Whirlpool had changed the design. To correct this problem it would cost me $220.00. Talked with Whirlpool they said it as my problem. I think they should fix the problem and return by $68.90 service call fee. This is the short story.Type here...

That's not accetable, I'm very surprised. I would contact the factory, though it sounds like you may have already.

This sounds highly unusual for any manufacturer. I would call another service tech. Many service companies have after-market products that will fit. If they did change the design and the filter is no longer available, I would switch to an in-line filter that can be purchased at any retailer.
