should company adjust fee's for tech not being prepared

Not being prepared and burning up hourly rate for supplies .lHad plumbing company come out to estimate a job. Took pictures of what needed to be done and estimate time .Would give work order to tech. When tech came out he accessed what need to be done, and ran for supplies that took 2hrs, when finished that job, he realized he didn't have the material for second job another 2hr trip to store. What is so frustrating we live by a plumbing store 10 minutes away when asked he said the like Home Depot which didn't have faucets, I can't believe and had to go to another store. So for this tech has used 4 hrs of labor for not being smart enough to have these supplies on first run. Gets better finishing up facuets and didn't have another part another run to store 30 minutes. This company know how to run up labor fee's and customers expensive. Frustrated and called estimator and he said he would make some kind of adjustment, but when finally bill came he did not.
