should i convert from oil to natural gas

That is a question with a different answer in each case - depending on local fuel rates, whether you will need to install a propane storage tank or new piped gas service, how long you intend to stay in that house (for instance, even if oil is more expensive to use, obviously you will not recoup any savings if you are moving next month, but might pay off if this is your "forever" home).

Another major factor is the age of your oil appliances - if they areon their last legs and need replacing anyway then their cost is essentially a "sunk cost" - one you will have anyway, to the cost of swapping fuels would be minimized in that case. Alternatively, if they are fairly new then converting to gas (which cannot always be done and is not always economic with some units) may involve a lot of "lost" value in appliances which would normally least a good while longer.

You have to look at a lot of factors, though a simple tabulation of costs and benefits is not too tought ot do - not rocket science, though most Heating and A/C contractors are not really set up to give that type of evaluation. Sometimes your natural gas company (especially piped natural gas utility as opposed to tanked propane) have a computer program to do the evaluation - but bear in mind any provider is going to present an analysis that favors their product.
