I don't know your neighbor, but I wouldn't think that they were trying to wet your dog on purpose. Also, they could not know what your dog's reaction would be. It is unfortunate that your dog got hurt and hopefully the neighbor has been apologetic, but I doubt that any judge would rule that the neighbor should pay the vet bill.

Looks like this question is years old but popped up in current questions for some reason ?

Basically, would likely be a he-said, she-said situation, even assuming you saw him directly aim the hose at the dog. IF you have definitive proof he shot the hose across the fence at your dog and it was obviously deliberate, then yes he would be liable - for the injury, for trespassing, and for assault on an animal. Would take a lawsuit or possibly an insurance claim against HIS insurance company to recover though. IF you wanted to open up a full-fledged neighbor war you could also charge him with animal abuse.
