slowing draining and filling toilet

possible clog water drains slowly and doesn't refill to normal level

Yep - probably partial clog. If not getting backup in the lowest elevation drains in the house (which would normally indicate blockage in the line to the sewer/septic tank so probably needs routing out or jetting), then probably in the gooseneck portion of the drain passageway in the toilet.

A closet snake (drain snake with protector to prevent toilet scratching) would clear it unless (sometimes) if a blocked foreign object like a pill or shampoo bottle or towel or toy or such. Plumbers and Drain Cleaners are the Search the List category for clearing that. Or many times just (afterit has drained down) filling the bowl with a squirt of liquid soap and full-hot water from the tub with a bucket, maintaining the level in the bowl just under the rim as it drains out, will clear it out in a couple of minutes.
