sticky vinyl tile

I plan to install over original 1954 tiles. I've done this before and it works fine. However, this time I need to seal cig smoke odor, before I install tiles. Kilz works great, however Armstrong(vinyl tile maker) does not recommend this. They have no specific recommendations. Ideas?

I've never put tile on top of tile but Henry's does make a primer for peel & stick tile. I've been using it to put tile over concrete or wood and it has really helped. You might try calling them for recommendations. If there are cracks or void you should use Henry's crack filler. I use it to skim coat seams and imperfections in new wood floors before applying tile.
