Depends of course whether you are talking just grouted and reinforced concrete block piers on a concrete pad (zero frost depth case and good soiol conditions), excavated foundation concrete or block piers, a continuous shallow (again, no frost penetrationa and good shallow soil conditions) strip footer with concrete block wall, a deeply set foundation wall (which may or may not be full basement depth) for poor soil conditions or deep frost penetration area, or specialty mobile home piers - can run everything from a couple thousand $ to a couple of tens of thousands of $.
