Would have to do a ponding test - plug the drain with expansive rubber plug and have water stand in the shower base to see if still leaks.

Could be a leak in the plumbing under the shower, in the fittings through the base and pan, around the seal where the waterproof pan drains into the drain pipe fittings - this assuming you know for certain it is not a surround/wall leak.

If the pan itself is leaking, then so is your base - the part you actually stand on - cracked base or bad seal at the drain if plastic or fiberglass base, or leaking through the tile or stone if that is the base material. Leaks in tile/stone grout you can commonly cut down to minimal or seal, but a leak in the pan itself cannot be fixed without tearing the shower out.
