I can't imagine anyplace where graywater discharge to the alley is legal today, though it was pretty common in the 30's and 40's - though commonly to a lawn area, not the alley.


How much this will cost to fix depends on two things - how your graywaer discharge was plumbed, and whether your washer is on an elevated floor or ground level.


If the plumbing is correct in the house (correct standpipe and trap and such) then it may just be a matter of connecting it to your sewer pipe - which depending on what type of pipe you have (plastic versus metal) and whether you can tie into it above ground or not, could run from maybe $200 range in the simplest case (washer discharge goes right past plastic sewer pipe in house), to $500 plus or minus range if it has to be rerun from the washer to the sewer, or possibly more than $500 if it has to be tied into the sewer pipe under a slab or deep below ground, depending on your situation.


This is a potentially large enough job, unless you see the washer discharge drain running close to and above (in elevation) an exposed sewer pipe or near (and above) a sewer cleanout plug in the house, that I would get a couple of bids before selecting a Plumber to do the work.
