water heater luke warm despite new thermostat and elements. We adjusted thermostats.

Richmond electric water heater. Water is only mildly warm so we replaced both elements and put in new thermostats. We then adjusted the temp on the thermostats and temp is still luke warm at best. We checked the power to both thermostats and the we register 230 amps on both the upper and lower units. When we removed the heating elements they didn't look bad or corroded. We are perplexed?
