Unless this is an "emergency" type company like 24 hour electrician or a plumber or appliance repair or such, I would give at least 24 hours to respond. For normal contractors who primarily do work on a scheduled basis, many do their bidding and responses at night, or in many cases for larger jobs that require some real number crunching or getting prices, typically on weekends - so 16 hours delay in response would definitely be expecting too much in that general case.

If very rapid response is criticial to you, then failure to get right back to you immediately at your beck and call should probably be taken as an indication of their normal response time so you might want to only deal with potential vendors who call you back in just a few hours, if that is a critical criteria for you, but would cdertainly limit the potential vendors to a very few.
