I presume you mean a whole-house, not a single-faucet unit.

On the incoming water line before any branch lines split off it, so usually right next to water heater and furnace (if steam or hot water baseboard type). Hence, usually garage or utility room.

It shoud be close to the incoming water pipe and a sewer pipe so it can easily be hooked into them, because it has to intercept the incoming water to treat it and then return it into the house system, so the closer to where the water line comes in, before it first divides up to different branches to bathrooms, kitchen, laundry, etc the better. Close to sewer because it has to drain to the sewer for its self-cleaning backflush cycles, where it cleans the filtration system out and recharges the system periodically. Close to electrical is nice, but that is the cheapest to run from somewhere else, so that should be not a criteria.
