If you mean a metal flue stack or "fakebrick" metal "chimney", would most commonly be rusted out mounting screws or angle brackets - many times only 3-4 are used to mount a chimney or stack on the roof.

If you mean a true stone or brick chimney, then if you can move it sideways it is imminent risk of callapse, most likely becuase the mortar has deeteriorated - commonly right at the roofline first. Or could have been leaking for awhile due to a leak at the top crown, and the mortar joints and/or bricks are generally deteriorated.

If a furnace or similar flue pipe, call a Heating and A/C contractor (your Search the List category).

If a fireplace or woodstove chimney, then a Chimney Sweep who also does repairs if a metal chimney, or a Mason who does repairs if a stone or brick chimney.
