what is a target program?

A roofer offered to lower his estimate if I participated in his company's Target Program. Is this legal?

Basically they are trying to get more business in your neighborhood. For the rights to use your property to advertise their work they may do the first home in the neighborhood cheaper. Be caustious this can often be the sign of a new company or fly-by-night outfit that just wants to get as many jobs in the area as they can before moving on. What do you do about warranty coverage if this happens? Check their credentials. Some are legitimate. In my experience most that do this sort of thing are not or they have shortcomings somewhere you'd rather not find out about. Do your homework. It could be a good deal for you.

This is actually a company that is rated very highly on Angie's List. When the guy was telling me about the target program, I was surprised because it seemed like such an unneccessary tactic for them to use. Learning more about the types of companies that usually use it, I'm even more surprised.
