what type of repair would handle a "drip" from the basement ceiling in the front of the 2 story house, but not a roof leak?

A cement contractor because the front porch and entrance is cement? Or a basement contractor even though there is no wall or other ceiling water? The furnace and AC unit was just replaced - would that have anything to do with this drip (only when it rains extremely hard).

Guessing,

1)Water is following pvc discharge pipe from a new high effiency furnace thru wall into basement. Caulk around it

2)Driving rain is getting under the chimney flashing on the roof, perhaps hvac installer disturbed it when installing old fashioned furnace. Use Geocell like elastomeric polimer to caulk on roof.

3) A/C units line is not insulated properly in the basement and condensation or a exterior leak is getting water in basement.

4)Fill crack between house an sidewalk ? with an expanding foam. Trim off excess & caulk gap with concrete crack type caulk (matches concrete color).

5)Fill any close cracks in concrete with poly rope and caulk over the top with same concrete caulk ( not very likely but is nifty way to not replace concrete).

6)There is some gap on the wall outside the area where it leaks, look for it and caulk it, water may be traveling inside the exterior wall and showing up in the basement.

7)Take hose and spray wall area of exterior while helper uses flashlight to look for leak to show up.

Sugest handyman for all these potential solutions, Try
Angie's List or BBB or local house of worship and ask pastor for reputable workman.
