No flat rate - depends on density, height, digging conditions, etc - and ESPECIALLY whether you digging up the dirt to remove roots (hopefully after first poisoning them). I would expect you are talking in the very rough ballpark of $500-1000 for cutting down and disposing only, more like $1000-2000 probably for cutting, poisoning, then digging out the main part of the roots - though bear in mind you will still need to be poisoning shoots for at least several years after that to deprive it of sunlight long enough to actually kill it. Some species the roots can live a decade or more without greenery and still put up shoots so this can be a lifelong battle unless you dig down below the root zone - commonly 2-3 feet or so but can be up to about 5 feet depending on soil types, and to the full perimeter of the roots which can extend as much as 50 feet or so beyond the actual stalks, so in most cases unless you get it while the bunch is very small you are not going to totally kill it by digging it up.
