when i flush my toilet it fills all the way up with water drains out very slow and does not take the solid waste

When i flush my toilet it fills all the way up and emptys very slow and doesnt take the solid waste or toilet paper with it and when it fills back up it only has a small amount of water in the bowl and it even does this when i flush it with nothing in it.....HELP

You have a significant blockage in the toilet or drain pipes.

You might be able to flush it out by putting some liquid soap/dish soap into the bowl (to lubricate and help break things up), then pouring full hot water from the tub into it with a buckeet - while pouring, keep the water level just under the bottom of the rim to maximize pressure. Plunging would also usually break it up, if it is not a blockage due to a physical item like a bottle or toy or such.

If that does not work, then you need a closet snake, or a Plumber - usually about $75-175 visit charge except up to $350 in a few very high priced urban areas.
