why do housecleaners exclude move-in cleaning?

I am a new landlord and wish to have an empty house cleaned. Why do they refuse to do it in their offers?

The offers are keyed to normal cleaning, not the Deep Cleaning involved in a move-in cleaning, which commonly runs at least 50% and up to 100% or more above a standard cleaning. I suspect most of the firms will do a move-in cleaning - just not for the Deal amount.
