why is the toliet stopping up but the water drains out quickly and theres water there is water under the house

The toliet seems stopped up but it drains the water out and gurgles in the bottom of the bowl...then thereis standing water under the house

You likely have a partial blockage that is slowly draining - plus either an open floor drain, a cleanout that is open or leaking, or other low-level (but upstream of the blockage) point where the sewer backup is flowing out under the house, Check all your rooms and basement (if any) for backed up drains - maybe a lowest level floor drain or shower or tub, or a laundry tub maybe.

Or - you have a partly broken through pipe that is both causing a clog and leaking.

Plumbing is your Search the List category for this - and ASAP because if might break wide open, or result in a total clog and put your drains out of business.

One other possibility if on septic - you may have an overfull/blocked leach field and tank that is backing up during flushing, but then draining away fairly quickly - and the overfull tank/field is backing up (surface or shallow in the ground) under the house. If that is the case, then you need a Septic Tank company to pump the tank, possibly clean the leach field if overfull tank is not the issue, and possibly unclog a blockage in the line to the tank (which commonly happens when tank fills up all the way). Note - in a properly designed seprtic system, the tank will not completely fill up and overflow unless the leach field is backing up - due to blockage, general plugging due to roots or it has reached its functional life, or high water table.
